You can, when it asks for the pedometer to be pluged in, restart the game and just say you will do it later.

Oh is this a fallow up for the game personal trainer walking? that comes 25th of may? :P Weird that this comes in english here before the personal trainer game those tough :O
No this is the earlier version which came with a large pedometer that fitted directly into the GBA slot.
To manual enter steps select 'Daily Session' then 'Pedometer'. The next screen tells you the pedometer is not connected just tap 'OK'. On the next screen enter your step count using the ' ' and '-' then tap the tick mark that appears in the bottom right corner.
