I can confirm that this ROM supports english.
That aside, it's a heck of a lot of fun and does a good job of replicating the feel of the old theme park world for PC.
The 'tutorial' wasn't the greatest and I had to work half of it out but it's not exactly hard as the interface presents itself fairly clearly.

Its an ok game but it doesn't have instructions. It took me 10mins to figure out how to put path and rides down.
